Human Exposure to Radio Frequency Energy

The Federal Communications Commission has adopted new rules to limit human exposure to Radio Frequency energy.  Stations must be in compliance with the new rules: 1) when applications are filed with the FCC for new stations, 2) when applications are filed with the FCC for renewal or modification of existing licenses, or 3) by September 1, 2000.  Station licensees, not site owners/managers, are individually responsible for compliance.


Many two-way and paging radio stations may be "categorically excluded" from conducting routine studies to show compliance with the rules.  Generally if the effective radiated power (ERP) of the station is 1,000 watts or less, or if the base of the antenna is at least 10 meters above ground on a tower, the station is excluded.  However, sites with multiple stations, each of which may be categorically excluded, may not comply with the new rules because of the total amount of energy being radiated.  The only way to know is to conduct a study of the site.


Even licensees of categorically excluded stations should seriously consider having their sites evaluated if there is any reason to suspect the site may not be in compliance.  Computer modeling is a cost-effective way to analyze a site.  Fox Ridge Communications, Inc. has developed computer modeling software that can quickly analyze a site for RF compliance.  Once the details of a site are known, mitigating measures can be taken to bring the site into compliance.
